Toll Roads

I was reading an article in the local newspaper and came across this:
"One day it hit me like a ton of bricks," Birkman said. "It's just a road to a toll road. But what if we toll the road to the toll road?"

What the hell are these people thinking!! What's next? Toll the road to the road to the toll road? Can they build just one freaking road without it being a toll road? Argggg.

And yes, this road would be very close to where I live.
